Biography:
Robert Cooper is director-general for external and politico-military affairs at the General Secretariat of the Council of the European Union.. Cooper joined the British Diplomatic Service in 1970 and has served around the world, with posts in New York, Tokyo, Brussels, and Bonn.1989 to 1993, Mr. Cooper was head of the Policy Planning Staff at the Foreign Office, where he later became director for Asia.He also spent time in the Cabinet office as deputy secretary for defense and overseas affairs before moving to Brussels in 2002.Before moving to Brussels in 2002 he was special representative for the British government on Afghanistan. Mr. Cooper has published a number of essays and articles on international affairs and, more recently, a book of essays, The Breaking of Nations.
