Biography:
Randal QUARLES is managing director at The Cynosure Group. Prior to this he was a partner of the Carlyle Group. Before joining Carlyle, Mr. Quarles was under-secretary of the US Treasury, where he led the Department’s activities in financial sector and capital markets policy, coordinated the President’s Working Group on Financial Markets, and was the lead advocate for reforming Fannie Mae and Freddie Mac, arguing that they posed significant risk to the financial sector. Prior to that Mr. Quarles was assistant secretary of the Treasury for International Affairs, where he had a key role in response to several international crises and chaired the international working group that led to significant improvements in the resolution mechanisms during sovereign debt crises. In addition, he led the US delegation to the Financial Stability Form, was the policy chair of the Committee on Foreign Investment in the United States, which reviews inbound investments that raise national security issues, and negotiated the historic debt relief agreement for the world’s poorest countries reached at the G7 Meetings in London during 2005. Mr. Quarles was also the US executive director of the International Monetary Fund, a member of the Board of Directors of the Overseas Private Investment Corporation, and board representative for the Pension Benefit Guaranty Corporation. In 2006, he was awarded the Alexander Hamilton medal, the Treasury Department’s highest honor. He received an A.B. summa cum laude from Columbia in 1981 and a J.D. from the Yale Law School in 1984.
