Stephen L. Salyer
Stephen L. Salyer is president and chief executive officer of the Salzburg Global Seminar, a non-profit organization whose mission is to challenge current and future leaders to develop creative ideas for solving global problems. Founded in 1947 by a young Austrian studying at Harvard University who wanted to create a "Marshall Plan of the Mind," Salzburg facilitates cross-sector development of strategic solutions, conducts international leadership development programs for rising stars in government, business, NGOs and academe, and offers model curricula and content to policy and education networks worldwide. Among the programs launched and personally led by Mr. Salyer are initiatives on "Strengthening Independent Media" and "Optimizing Institutional Philanthropy." Both are drawing together donors and thought leaders from all parts of the world to challenge current strategy and to chart innovative alternatives.

Prior to assuming the Salzburg presidency, Salyer served as president and chief executive officer of Public Radio International. Under his leadership, PRI became a leading developer and distributor of news and cultural programs including The World, Marketplace, Studio 360, This American Life and the BBC World Service 24-hour U.S. news channel. He was co-founder and Chairman of Public Interactive, LLC, the Boston-based company serving public radio and television stations nationwide with web content and services, and a senior executive at WNET/New York, the flagship production center for PBS.

Mr. Salyer's recent board service includes Salzburg Global Seminar, Guidestar, Inc., Public Radio International, Public Interactive LLC, Davidson College, and the MacPhail Center for Music. He is a graduate of Davidson College from which he also received an honorary doctorate in 2003, and of the Kennedy School of Government at Harvard University. Mr. Salyer studied law as a Root-Tilden scholar at the New York University School of Law.

Patricia Benton
Patricia Benton is the Chief Financial Officer for the Salzburg Global Seminar and brings over 25 years of high level finance and general management experience. She is responsible for managing the financial affairs of the organization including, cash management, grants reporting, banking relationships, endowment management, accounting, budgeting, forecasting and the annual audit. As CFO her responsibilities also include Information Technology and Human Resources including oversight of personnel policy, benefits management and compliance. She maintains oversight of the Conference Center, the hotel operations in Salzburg, Austria including forward planning, capital improvements and commercial marketing.

Patricia Benton is the former Vice President and General Manager of Comsat World Systems, a $250 million dollar telecommunications company with over 200 employees. In that position, she was responsible for directing the daily operations of the international satellite business, including sales and marketing, strategic planning, engineering and operations, international and regulatory affairs, finance, and new technology research and standards development. Previously, as Vice President of Finance for Comsat World Systems, she represented the company in financial policy matters with customers, external auditors, U.S. Government and foreign PTTs.

Ms. Benton has also worked as a consultant providing senior financial management services to a number of non-profit organizations: Gender at Work, CIVICUS, The Partnership for Transparency Fund, and DC Stoddert Soccer. In addition Ms. Benton consulted with TouchstoneGlobal, a business improvement and financial consulting company.

Ms. Benton has an MBA in Finance from George Washington University, a BA in Economics and French from Brown University and she is a CPA. She currently serves on the board of DC Soccer and previously served as Vice Chairman of the Montgomery County Commission on childcare.

Clare Shine
Clare Shine was appointed vice president and chief program officer of the Salzburg Global Seminar in 2012, after a career spanning law, business and the arts. She is a UK-qualified barrister with 20 years’ experience as environmental policy analyst for inter-governmental organizations, national governments, the private sector and NGOs. A bilingual French speaker and professional facilitator, Ms. Shine is an Associate of the Institute for European Environmental Policy and member of the IUCN Commission on Environmental Law.

Her work and publications have focused on biodiversity, international trade, governance, transboundary cooperation and conflict prevention, with in-region capacity-building across four continents and the Mediterranean Basin. She has played an influential role in biosecurity policy development, working as legal adviser to the World Bank, European Commission and Council of Europe.

Ms. Shine co-authored the European Strategy on Invasive Alien Species endorsed by 43 countries and recently advised the EC on implementing the Nagoya Protocol on access and benefit-sharing for genetic resources. Ms. Shine has been a regular freelance contributor to the Financial Times arts section since 2003. She began her career in industry after studying literature at Oxford University and holds post-graduate degrees from London University and the Sorbonne University, Paris.

George Zarubin
George G. Zarubin is the new Vice President and Chief Development Officer for the Salzburg Global Seminar and comes to Salzburg Global with an extensive background in fundraising, as well as deep experience in program development, most recently in his position as President, Eurasia Partnership Foundation/Eurasia Foundation.

In his role, Mr. Zarubin leads a Development Team in its offices in Washington, DC and Salzburg, fostering new partnerships and generating new sources of income to support program expansion and sustainability, as well as building on the 65-year-old international institution’s long-standing relationships with some of the world’s leading corporations, donors, NGOs and research institutions.

Prior to joining Salzburg Global, Mr. Zarubin spent the past five years in Tbilisi, Georgia, where he launched and raised a multi-million dollar fund to build and support the Eurasia Partnership Foundation (EPF), a spin-off and network partner of the Eurasia Foundation, at which he had served as Vice President of Program Development. Alongside his work for EPF in Washington and the Caucasus, he chaired the Grantmakers’ East Group Steering Committee for the European Foundation Centre, and served on the Council on Foundations Global Philanthropy Committee. A lawyer by training, Zarubin gained his degrees from Georgetown University’s School of Foreign Service, the McGeorge School of Law, University of the Pacific and Tulane University Law School.
